  Human Rigths Actors
Established by the African Charter on Human and Peoples' Rights and inaugurated in 1987, this body of 11 independent experts is charged with ensuring the promotion and protection of Human and Peoples' Rights in Africa. Its functions include: promoting the Charter through reports and seminars, examining and responding to state reports, interpreting the rights in the Charter, and reviewing inter-state communications (under Articles 47-54) and "other communications" (under Articles 55-59), including those submitted by individuals or NGOs that allege violations of Charter rights. The transparency and sophistication of these communications has evolved over the years. The Commission also undertakes missions to member states, appoints thematic special rapporteurs, and even observes elections. The Commission's work faces numerous challenges, such as a restrictive mandate, minimal resources, and lack of decision-making power. A process is underway to create an African Court of Human Rights.
