Freedom of movement can be conceived positivistically as four separate rights. The Right to leave (any country, including one's own) and the Right to return (to one's own country) are the most evident, and the latter is limited by exile, which is accepted in international human rights law (see UDHR art. 9) unless it is done arbitrarily. The Right to circulate within a country, which would seem to be outside the sphere of international law, has nonetheless been regulated by international human rights law. Finally, the Right to enter certain countries besides one's own is the most limited, and is usually possible by special arrangement only. These arrangements, however, may be the result of inter-state relations (visas), international humanitarian law (e.g. principle of non-refoulement of refugees), or special agreements such as the Schengen Agreement of the European Communities, where borders between states are opened to free passage.
